Context
The project aims to modernize Benin’s electrcity distribution infrastructure to enhance network capacity, reliability and efficiency while reducing losses and power outages. The « Electricity Distribution » component focuses on modernizing and expanding the network serving Cotonou, the economic capital, as well as selected regional networks, complementing investments in solar production. At the national level, it supports the construction of a modern dispatching center designed to manage the network more efficiently, including the integration of intermittent renewable energy sources.
MCA-Bénin II, as the Project Owner, engaged the GOPA INTEC/IED/ANTEA Consortium to develop construction plans and technical specifications for reinforcing and rehabilitating the electricity distribution network in Cotonou and surrounding areas (161 kV, 63 kV, 33 kV, 20 kV, 15 kV). The consortium is also responsible for the cities of Parakou, Natitingou, Djougou, and Porto-Novo, including conducting Environmental and Social Impact Assessments (ESIAs).
Actions taken and results
Within the Consortium, IED is responsible for technical engineering activities related to the 63kV, 33kV, 20kV, 15kV components.
- Production of Simplified Preliminary Design Studies (APS) and Detailed Preliminary Design Studies (APD)

- Confirmation of work footprints in consultation with the team handling the Environmental and Social Impact Studied (EIES) and the Resettlement Action Plan (PAR)
- Definition of procedures for laying 63Kv underground networks
- Procurement assistance
