History in the country

Since its establishment in 2006, CCDE, the consulting arm of IED, has been a prominent player in Cambodia and the ASEAN region. The firm has earned a reputation as a leading consultancy in planning, development of renewable energy projects, and energy efficiency. Leveraging deep expertise and local knowledge, the IED Group launched its first Independent Power Producer (IPP) initiative in 2011 with the formation of IED-Invest Cambodia. This entity focuses on investing in and operating renewable electricity projects, specifically aimed at extending energy services to remote rural areas.

Team

On-site, 35 permanent collaborators manage our biomass power plants, bringing expertise in mechanics, electrical systems, structural maintenance, and the conversion of biomass waste into briquettes.
In Phnom Penh, a dedicated team of three permanent staff oversees the management of our two companies and coordinates a network of specialized consultants tailored to project needs. All operations are guided by Managing Director Chantan Ky, an engineer with over 20 years of experience in rural electrification and project management. His leadership ensures the excellence of our technical services.

Projects

Cambodia, the first developing country to commit to carbon neutrality by 2050 at the Glasgow COP, has been supported by CCDE with IED Consult in developing the Long Term Strategy for Carbon Neutrality (funded by AFD, 2023).

Additionally, CCDE has conducted key studies such as the Power Sector Development Plan (PDP), funded by ADB (2024), a study on hydrogen storage potential (2023), and several energy efficiency audits. The firm has been involved in over thirty studies as a lead, partner, or subcontractor, with funding from AFD, ADB, the World Bank, UNDP, Norwegian cooperation, and private donors.

IED Invest Cambodia has successfully completed the construction, commissioning, and operation of three small power plants:

  • Hybrid PV-Diesel Project in Chambak, Kratie Province.
  • Rice Husk Gasification Projects (70kW and 220kW) in Char Chuk, Siem Reap Province, serving an isolated village.
  • Biomass Power Plant (800 kW) in Sraem, Preah Vihear Province, enhancing grid voltage at the end of the line.
