Context
In Benin, the national electrification strategy aims to achieve universal access to electricity services by 2035. The Société Béninois d’Energie Electrique (SBEE) is actively contributing to this goal by extending electricity networks to ensure universal access. A significant project has been launched to restructure and expand the networks in urban and peri-urban areas of the Abomey-Calavi commune (on the outskirts of Cotonou) and the neighboring department of Atlantique, with the support of the French Development Agency, and a budget of €60 million.
Activities & Results
Following an international call for tenders, we were recruited by SBEE as the Project Manager to oversee the technical, environmental and social aspects of the project. Our responsibilities included:
- Conducting feasibility studies, preparing preliminary drafts (PD) and detailed drafts (DP), and drafting call for tender documents (CFT) for both the “Urban” and “Rural” sections.
- Monitoring and controlling contracts for the contractors responsible for the works.
- Performing social intermediation, including conducting census work and administering questionnaires targeting over 40,000 households (questionnaires were collected via tablets and consolidated online).
- Overseeing the implementation of the Project Owner’s Environmental and Social Management Plan (PGES).
- Validating and monitoring the execution of the Environmental and Social Management Plan (PGES-E) for the companies involved
